3. In the event of a Governor not being able to recommend any one in the Colony for a vacant office, the prescribed course is for him to apply to the Secretary of State. Noting the fact that this Office has been held for some years by Mr. Tonnochy, a gentleman without professional experience, I cannot but think that some temporary arrangement might have been made without difficulty for the performance of the duties attached to the post, until my opinion on the subject had been ascertained.
